GO TO THE PRINCIPLES, OFFICE?

A few days ago, Matt Yglesias made the point that all the talk about how principled Joe Lieberman’s hawkish votes have been should make us think less of principled votes qua principled votes rather than more of Joe Lieberman. Ben Adler, echoing Matt’s point that how elected officials vote should concern us more than why they do, questioned why Matt sees people who call for censorship in order to get votes as any less blameworthy than the ones who call for censorship on principle.

The right, incidentally, deploys both the “Don’t worry, he doesn’t believe it” and “But those are his principles” arguments to great effect to shield its politicians from criticism, depending on which one fits best at the time. The best contemporary examples come to mind around gay rights. Every time a current or historical anecdote emerges about George W. Bush being personally other than hostile towards someone he knows is gay, Bush apologists seize on the story as proof that imputing intolerance to the man just because he pushes policies that make gay folks second-class citizens is the real intolerance. Meanwhile, when Republican judicial nominees are questioned about their records on protecting the rights of gay folks, conservatives pillory the questioners for trying to punish their principles – and being “anti-Catholic” to boot.

Matt responded to Ben that the politicians who hold bad positions on principle are more likely to push them forward in political discourse rather than simply voting for them. Call me cynical (and I’m younger than either of them), but while it’s probably the case all things being equal that politicians devote more energy to the positions closest to their hearts, all things tend not to be equal, and there are a fair number of examples out there of politicians taking stances that seem to have more to do with their sense of political reality than their sense of ethical imperative and then do whatever they can to highlight those issues and those positions.

But testing that hypothesis would require devoting more energy to divining the secret motivations of our elected officials, which only reinforces the narrative of political change as personal psychodrama rather than clash of collective actors. It reinforces the “Great (Elected) Man” theory of history to which too many progressives fall prey, in which progress comes from getting the right visionary leader into office and then keeping him there. Speculating about what Bill Clinton really thought of throwing moms in vocational training off of welfare or denying full faith and credit to same-sex couples makes for good copy and good conversation. But we’re both better equipped and more responsible to consider whether he was right to make those moves, and under what structural circumstances they might not have been as appealing.

Of course when elected officials do the right thing I’d rather think that they believe in it too (if a politician also, say, calls for an end to poverty in hopes of getting elected President, then that sure beats executing a mentally disabled man in order to get elected President). But I’ll choose which Senators to vote for based on how they’ll vote, how they’ll shift which issues capture political discourse and what the margins of that discourse are, and how they’ll affect the partisan breakdown of the body. That said, Lieberman’s people know what they’re doing with their appeal to “principle”: Voters tend to prefer candidates they perceive as acting from principle (Paul Waldman has a great discussion of this in his aptly titled book Being Right Is Not Enough). Hence the quarter of 2004 Bush voters in Wisconsin who also voted for Russ Feingold. Those amongst our elected officials with left opinions that dare not speak their names would do well to keep that in mind.

NOT ON OUR WATCH

Ever since the anti-war rallies in 2002, I’ve been somewhat anxious about the “Not in Our Name” slogan. I certainly agree that those who can do so safely have a moral responsibility to speak out against injustice whether or not the immediate impact of that speech is clear. But I think the “Not in Our Name” rhetoric has a way of shifting the focus away from using mass mobilization to avert catastrophe and towards insulating one’s self from future responsibility for catastrophe. I don’t think it’s a stretch to hear in chants of “Not in Our Name” a grudging resignation that war will be conducted in someone else’s. That the Iraq War took place, and continues, is a reality for which all of us with the privileges and burdens of American citizenship bear some measure of responsibility. So while I think it’s good and reasonable for Americans at home and abroad to share their opposition to the Bush administration, the eagerness with which some on the left have embraced “Don’t Blame Me – I Didn’t Vote For Him” bumper stickers and buttons seems to evince too much pride in personal purity and too little sense of personal responsibility.

This is why I was glad to see the Save Darfur Coalition take on the slogan “Not On Our Watch.” While I do believe that we have a particular responsibility to avert crimes perpetrated by our own government, I’m glad that a comparative lack of concern with allowing the Darfur genocide to be perpetrated in our names led the coalition to instead commit to stopping it from transpiring on our watch. “Not On Our Watch” acknowledges a common moral responsibility for the crimes which take place within communities large or small of which we are a part. When Americans take to the streets to avert a war with Iran, it would make a worthy slogan.

AND NOW FOR SOMETHING SEMITIC

Over at his newly-revived blog, my friend ZT is considering the appropriate term for progressive Jews to use to refer to Jews who have become more traditionally observant. The most common one out there, as he notes, is the uber-problematic ba’al teshuvah (“master of repentence”). Ba’al teshuvah is understandably popular with many people in the group being described; teshuvah, generally translated as repentence, literally means answer or returning, and a fair number of folks I’ve talked to who’ve become much more observant do indeed understand that choice as a return to traditionally/ divinely mandated practice and a repentance for having strayed. Many of the changes such people have undertaken are, to my mind, choices to be celebrated to the extent that they bring meaning and intentionality to the lives of those taking them on. However, as ZT notes, the use of “ba’al teshuvah” language by non-traditionally-practicing Jews to refer specifically to other Jews who have become more Orthodox is too easily understood not as a celebration of willful personal religious exploration in general but rather as a reification of traditional Judaism specifically as the answer (teshuvah), and non-traditional practice as something to be repented (teshuvah) for.

ZT is right that we could use an alternative. And, in classic form for such discussions, he throws out another question as well: What do we call Jews who’ve moved from traditional Orthodox practice to meaningful engagement with non-traditional forms of Jewish practice? He throws out “ba’al tzedek” (master of justice), and rightfully notes that such language is needlessly divisive and renders invisible the central role of social justice work in the lives of many more traditionally-practicing Jews. Then he offers the English acronym PWWFAPOLJBWPAIACBLAO, whose drawback I think is obvious.

ZT doesn’t mention the most interesting – but also deeply problematic – answer I’ve heard: is “ba’al she’ailah” (master of question). Ba’al she’ailah satisfyingly tweaks what’s problematic about the ba’al teshuvah language and validates religious questioning as a project as critical as religious answering. It also intersects interestingly with the increasing use of “questioning” in activist/ campus discourse about sexual orientation, a zone, like religion, in which questioning is too often discouraged and itself a form of subversive activity.

The problem with “ba’al teshuvah,” though, is that it’s as divisive as “ba’al tzedek” and also needlessly limits the meaning of Orthodox Jewish practice. Plenty of Orthodox Jews, needless to say, question constantly. The assumption that davening three times a day (which plenty of non-traditionally-practicing Jews do as well) means you don’t question your religious beliefs parallels the assumption that marching on a lot of picket lines means you don’t question your own politics (an assumption I saw trotted out in full force at a recent debate here at Yale on the relative merits of “activism” and “debate”). Some traditionally-practicing Jews question much more than others. The same, of course, is true of non-traditionally-practicing Jews.

Ideally, everyone – whatever their religious practice – would be ba’al teshuvah and ba’al she’ailah both. But then we’re not talking about useful categorizations of people religious practice and religious path anymore, are we?

"THERE IS NO CRACK"

The Democratic leadership’s hesitant response to Russ Feingold’s call to censure Bush is disappointing, but not surprising (as usual, Mr. Joementum outdid his Democratic colleagues with his claim that coming out against the President’s law-breaking and keeping America safe and free are somehow mutually exclusive). Same goes for the Republican leadership’s ostensible apoplexy. The Republican reaction is more memorable though. As easy as it is these days to become numb to flag-waiving and treason-baiting in response to criticism and defense of the indefensible, Bill Frist’s words are worth remembering:

here we are, the Republican Party, the leadership in the Congress, supporting the President of the United States as Commander in Chief, who is out there fighting al Qaeda and the Taliban and Osama bin Laden and the people who have sworn, have sworn to destroy Western civilization and all the families listening to us. And they’re out now attacking, at least today, through this proposed censure vote, out attacking our Commander in Chief…

As I was listening to it, I was hoping deep inside that the leadership in Iran and other people who really have the U.S. not in their best interests, were not listening because of the terrible, terrible signal it sends…the signal that it sends that there is in any way a lack of support for our Commander in Chief, who is leading us with a bold vision in a way that we know is making our homeland safer is wrong. And it sends a perception around the world and, again, that’s why I’m saying as leader at least of the Republican side of this equation, that it’s wrong, because leadership around the world of our sworn enemies are going to say, well, now we have a little crack there. There is no crack. The American people are solidly behind this president in conducting this war on terror.

What Frist is suggesting, in no uncertain terms, is that the military strength of this country and the political strength of its President are inseparable. He’s willfully grafting the President onto the nation and the military as parts of a single coherent whole which all Americans are obligated to defend and support against those who would oppose it. Such logic – attack the President, attack America – makes loyal opposition a theoretical impossibility and makes American patriotism and Republican partisanship synonymous. There are names for an ideology that admits no distinction between the leader, the people, the military, and the nation. But it’s so twentieth century.

As Feingold said today:

Even more troubling than the arguments the President has made is what he relies on to make them convincing – the credibility of the office of the President itself. He essentially argues that the American people should trust him simply because of the office he holds. But Presidents don’t serve our country by just asking for trust, they must earn that trust, and they must tell the truth. This President hides behind flawed legal arguments, and even behind the office he holds, but he cannot hide from what he has created: nothing short of a constitutional crisis. The President has violated the law, and Congress must respond.

PIN THE TAIL ON THE ELITE

There’s a lot that could be said about Matt Bai’s NYT Mag profile of Mark Warner, which unsurprisingly says as much about Bai as about Warner. Bai’s faith in the conservatism of the average American, and the culpability of the uber-rich liberals in wrecking the Democrats’ appeal, will be familiar to anyone who read his chiding critique of Jacob Hacker and Paul Pierson’s book for considering structural obstacles to Democratic resurgence when the problem was obviously those liberal Hollywood celebrities and crazed bloggers stopping the party from offering Americans what they actually want. What struck me most on reading the article was the way that Bai’s choice of anecdotes reinforces his narrative – which may also be a reflection of Warner sharing anecdotes that reinforce a similar one.

Bai notes Warner’s plans to reform Medicare and his “embrace of free trade,” as things which will antagonize that infernal liberal elite, even though, as his readers may recall from the 2004 election, the party’s coterie of fund-raisers and policy wonks and strategists and spin-meisters are not known for their support for including labor standards in trade agreements. Warner’s belief that eroding entitlements in the solution to global competition seems more likely to put him on a collision course with the low-income voters who depend on our social insurance net and who’ve borne the burden of neoliberal trade policy. But there’s no gesture towards such a confrontation in Bai’s piece; instead we get an anecdote about his being hectored by elitist liberals at a Bay Area dinner party:

Warner thought his liberal guests would be interested in his policies to improve Virginia schools and raise the standard of living in rural areas; instead, it seemed to him, they thought that they understood poverty and race in an intellectual way that he, as a red-state governor, could not…as some of the guests walked Warner to his car, one woman vowed to educate him on abortion rights. That was all he could take. “This is why America hates Democrats,” a frustrated Warner blurted out before driving away. (Still piqued a month later, Warner, speaking to The Los Angeles Times, summarized the attitude of the assembled guests about their plans to save the country: “You little Virginia Democrat, how can you understand the great opportunities we have?”)

To read this story, and Bai’s article, you would think the only people to the left of Mark Warner are Bay Area elitists with cash left over from their brie purchases to distort the primary process. Of course, Matt Bai isn’t the only elite journalist committed to a vision in which his self-styled centrism is the will of the masses and those to his left are an insular elite. Michael Crowley, in a TNR piece on the tensions between Steny Hoyer’s more TNR-friendly war position and Nancy Pelosi’s, chose to describe Pelosi’s inner circle this way:

In addition to her top confidant, the combative Miller, others with Pelosi’s ear include Rosa DeLauro of New Haven; Anna Eshoo of Palo Alto; and Jan Schakowsky, a fiery crusader from Chicago’s upscale Lakefront area. All are critical of the war.

Now I’ve had the pleasure over the past four years of discovering all kinds of things for which New Haven should be nationally known. But it isn’t. Probably, as many TNR readers recognize Lakefront as New Haven. So Crowley could as helpfully written about “Anna Eshoo of Palo Alto, Jan Schakowsky of Lakefront, and Rosa DeLauro, whose New Haven, CT district represents a largely low-income constituency.” I’m curious why he decided instead to specify how “upscale” Lakefront is. But maybe that just makes me part of the reason people hate Democrats.

CHENEY IS SCARY

Every now and then a news story comes along which, while not momentous in its impact (I can’t say I take this quite as seriously as, say, John Podhoretz), nicely sums up the particular ridiculousness of our historical moment. Like when the Vice President, on one of those plentiful days off it’s in vogue to criticize Europeans for taking, shoots a friend in the neck and face.

All of the trademarks of this administration are there: the needless violence, the unnecessary cover-up, the fallback on macho posturing, the creative use of language, the heaping of blame on a former ally. Highlights: the earnest claims that “we’ve all been peppered like this once or twice” (look for Scott McClellan to start adopting this language to describe our troops in Iraq), and the apparent consensus – which poor Mr. Whittington will no doubt have to join – that it was all his own fault for sneaking up on Cheney.

NOT DOING US ANY FAVORS

Howard Dean was doing a decent job on Hardball reminding Chris Matthews that it was the White House, and not the Democratic Party, that first declared Samuel Alito’s record as a prosecutor to be relevant to the merits of his nomination. But then Matthews brought up Alito’s far-right position on spousal notification and instead of hitting out of the park the question of whether a woman should need a permission slip from her husband to decide what happens to her body, Dean got dragged into a losing fight over whether it was accurate to describe the Democrats as a “pro-choice party.” Dean shied away from the characterization, even though it describes a plurality of Americans, on the grounds that calling the party pro-choice suggests that people with the party’s position are not “pro-life.”

That would be the problem with the term “pro-life,” not the term “pro-choice.”

Dean fumbled back and forth between describing his position as one supporting a woman’s right to choose and one supporting a family’s right to choose, and insisted that the Democratic party’s position was not an “abortion rights” one. If the idea was to communicate that the party was open to abortion opponents, it’s not clear what Dean accomplished towards that end. But for those looking to the Democratic party in hopes of figuring out what it stands for, it clear what the costs are of bristling and hedging over whether you should be called “pro-choice.”

ROSA PARKS, MISREMEMBERED

Rosa Parks died yesterday at age 92. Over the days to come, we’ll hear a lot of very-much deserved prasie for Parks’ refusal to abide bigotry and her courage in the service of a cause. Unfortunately, we’ll also hear a new round of recitations of the stubborn myth that Parks was an anonymous, apolitical woman who spontaneously refused to yield to authority and in so doing inspired a movement. The truth, as Aldon Morris wrote in his book The Origins of the Civil Rights Movement, is that a decade earlier

in the 1940s Mrs. Parks had refused several times to comply with segregation rules on the buses. In the early 1940s Mrs. Parks was ejected from a bus for failing to comply. The very same bus driver who ejected her that time was the one who had her arrested on December 1, 1955…She began serving as secretary for the local NAACP in 1943 and still held that post when arrested in 1955…In the early 1940s Mrs. Parks organized the local NAACP Youth Council…During the 1950s the youth in this organization attempted to borrow books from a white library. They also took rides and sat in the front seats of segregated buses, then returned to the Youth Council to discuss their acts of defiance with Mrs. Parks.

This history is not hidden. But the Times’ obituary describes Parks’ arrest nonetheless as an event which “turned a very private woman into a reluctant symbol and torchbearer…” Parks was certainly reluctant to see too personal valoration of her as heroine distract from the broader movement. But she was not private about her politics. And her refusal to give up her bus seat was nothing new for her. As she would later tell an interviewer, “My resistance to being mistreated on the buses and anywhere else was just a regular thing with me and not just that day.”

The myth of Parks as a pre-political seamstress who was too physically worn out to move has such staying power not because there’s any factual basis but because it appeals to an all-too popular narrative about how social change happens in America: When things get bad enough, an individual steps up alone, unsupported and unmediated, and spontaneously resists. And then an equally spontaneous movement follows. Such a myth makes good TV, but it’s poor history.

Movement-building takes hard work, no matter how righteous the cause or how desperate the circumstances.

The pivotal moments of the 60’s civil rights movement, as Morris recounts in his book, were not random stirrings or automatic responses. Most of them were carefully planned events which followed months of organizing and were conceived with an eye to political tactics and media imagery. There were even some long meetings involved.

That shouldn’t be seen as a dirty little secret, because strategic organizing and planned imagery shouldn’t be seen as signs of moral impurity. Organizations, like the people in them, each have their faults (Ella Baker was frequently and justifiably furious with the sexism and condescension of much of CORE’s leadership). But the choice of individuals to work together and find common cause in common challenges doesn’t become less pure or less honest or less noble when they choose to do it through political organizations. And there’s nothing particularly progressive about a historical perspective in which Rosa Parks’ defiance of racism is made less genuine by the knowledge that she was secretary of the NAACP.

The myth of Rosa Parks as a private apolitical seamstress, like the myth of Martin Luther King as a race-blind moderate, has real consequences as we face the urgent civil rights struggles of today. Seeing acts of civil disobedience like Parks’ as spontaneous responses to the enormity of the injustice justifies the all-too common impulses to refuse our support for organized acts of resistance and regard organized groups as inherently corrupt. Those are impulses people like Rosa Parks had to confront and overcome amongst members of her community long before she ever made national headlines for refusing to give up her seat on the bus.

YOU’VE BEEN A VERY NAUGHTY COASTLINE

Look, I understand that the people tasked with writing them want to make their headlines sharp and vivid. And it’s old news that personification is an easy short-cut to do that. But who at the AP really thought is was appropriate – and clever, apparently – to write “Hurricane Wilma Punishes Mexico Coastline”?

I mean, besides reifying certain assumptions about the relationship between suffering and wrongdoing (you won’t see a headline reading “Major Heart Attack Punishes Dick Cheney”), it’s a ridiculous image. Like, highly ridiculous.

WHAT IS BARACK OBAMA SAYING?

Friday, Barack Obama wrote a response to blogospheric criticism of his criticism from the Senate floor of advocacy groups which were condemning Senators who voted to confirm Roberts (Obama himself voted against confirmation). He makes some points I agree with, and some I don’t. Most frustrating, though – and all the more so given his gift as a writer – are the arguments which sound nice but whose meanings are difficult to tease out at all. Like this one:

My colleague from Illinois, Dick Durbin, spoke out forcefully – and voted against – the Iraqi invasion. He isn’t somehow transformed into a “war supporter” – as I’ve heard some anti-war activists suggest – just because he hasn’t called for an immediate withdrawal of American troops. He may be simply trying to figure out, as I am, how to ensure that U.S. troop withdrawals occur in such a way that we avoid all-out Iraqi civil war, chaos in the Middle East, and much more costly and deadly interventions down the road. A pro-choice Democrat doesn’t become anti-choice because he or she isn’t absolutely convinced that a twelve-year-old girl should be able to get an operation without a parent being notified. A pro-civil rights Democrat doesn’t become complicit in an anti-civil rights agenda because he or she questions the efficacy of certain affirmative action programs. And a pro-union Democrat doesn’t become anti-union if he or she makes a determination that on balance, CAFTA will help American workers more than it will harm them.

There are several ways to read this argument:

One is that what matters is a politician’s values, and not individual votes, and so it’s wrong to call a politician “anti-civil rights” for casting votes which hurt the cause of civil rights. The problem with this argument is that we elect representatives to cast good votes, not to personally sympathize with us and our values.

Another is that none of us has the right to decide what these labels mean – that it’s arrogant and inappropriate for pro-choice activists to tell politicians what it should mean to be pro-choice. The problem with this argument is that there’s no point in working to advance the cause of “choice” in general if that excludes advancing a particular understanding of what is and is not pro-choice policy. While it’s arguable whether or not the movement would be served by more politicians claiming the pro-choice mantle without changing their policy positions, but it certainly be insufficient.

Another argument which could Obama could be making here is that is that immediate troop withdrawl from Iraq, opposition to parental notification laws, defense of affirmative action from “questioning,” and opposition to CAFTA are not in fact serving the goals of the anti-war, pro-choice, civil rights, and labor movements, respectively. In other words, he could argue against the positions he thinks Democratic senators are wrongly being held to on the merits. But if there’s any such criticism here, it’s only implicit (Obama, for the record, voted against CAFTA in the Senate, voted against parental notification in the Illinois Senate, and is not calling for an immediate withdrawl of all US troops).

Given that Obama seems not to be articulating that argument, he could be arguing that these particular issues are just not important enough to make a big deal of. But it’s hard to imagine the groups he names not putting up a fight over these issues, and it would be hard to believe that Obama would expect them not to. CAFTA was the first comprehensive trade deal to come before the Congress under Bush, crafted to erode worker protections which accelerating the race to the bottom. Parental notification policies are, along with denial of government funding, one of the major policy impediments to women’s substantive exercise of their right to choose.

A more spurious argument which Obama seems implicitly to be making through questionable word choice is that the problem with these left-wing advocacy groups is that they’re out to restrict elected officials’ freedom of expression by punishing them for not being “absolutely convinced” on parental notification or “making a determination” they don’t like on CAFTA. To the extent that advocacy groups criticize elected officials for critical public statements, they’re not chilling speech – they’re responding to it, and I’d say there are some criticisms which are deserved and others which aren’t. But phrases like Obama’s here aren’t really about speech – they’re about votes. To describe a pro-choice group as punishing a legislator for not being convinced of something conjures up Orwellian images, but what pro-choice groups are taking legislators to task for isn’t private thoughts – it’s how they legislate.

The final argument that I think could reasonably be read from this paragraph, is that advocacy groups shouldn’t expect politicians to vote the way they want all of the time. But why not? Certainly, it would be a poor tactical choice for such groups to predict that everyone they want will vote however they want all of the time. But given the premise that their positions are the right ones (and with the exception of immediate and total withdrawl, I believe they are, and Obama seems to as well), shouldn’t support of all of their positions be the standard against which they judge elected officials? Does Obama really expect the National Council of La Raza to make public statements like, “Sadly, the Senator is only 85% of the way to casting votes to extend rather than restrict civil rights at least 60% of the time”? Elected officials, locally as well as nationally, often revel in disparaging “activists” for failure to understand the necessity of compromise. The first problem with that critique is that too often, the compromises are bad ones. The second is that the way we get good compromises is by having leaders on our side who are willing to take strong stands in the face of opposition. Obviously, writing a politician off as not worth working with in the future because of a vote on a particular issue is just bad politics – if you’re not organizing them, someone else is. But there’s a difference between writing off politicians who cast bad votes and being willing to publicly point out that those votes are bad. Voting for CAFTA may not make an otherwise pro-union legislator anti-union for good, but those of us who believe voting against CAFTA is the right vote and the pro-union vote to cast are, it seems to me, obligated to regard a politician who votes for CAFTA as less pro-union than if she hadn’t. Otherwise, we might as well pack up and go home.

Or maybe all Obama was trying to say was that left advocates should soften their rhetoric. I don’t think describing a Senator who votes to confirm a nominee for Chief Justice as in some way “complicit” in particularly aggregious decisions that Justice makes on the court is in any way out of bounds (and yes, that means Russ Feingold, of whom I remain a big fan, bears some degree of responsibility for what Justice Roberts does on the court). And I don’t think the left or the country are well-served when advocacy groups whose fundamental mission is an ideological one, not a partisan one, hold their fire in taking politicians of one party to task for actions for which they would condemn members of the other. Is there some exaggerated, over-the-top, nastily personal rhetoric out there? Of course. But if that’s what Obama takes issue with, he could have found a clearer way to say it.
